Requests the Governor's Senior Advisor for Mental Health and the Justice System to develop a plan for creating shelter placements for civilly committed individuals and those recently released from Hawaii State Hospital who are at risk of recidivism.

Hawaii State Hospital currently exceeds planned capacity, with 78% of patients either being evaluated for fitness to proceed to trial or determined unfit to proceed.

Legislative efforts to fund mental health intercept programs, including the Honolulu Police Department's Health Threat Assessment Team and Community Outreach Court, have produced no meaningful reduction in jail population due to limited coordination between state agencies.

The Senior Advisor must submit findings and recommendations, including proposed legislation, to the Legislature no later than 20 days before the 2027 Regular Session convenes.
