Requests the Department of Transportation and Department of Land and Natural Resources to coordinate transferring small boat harbor administration back to the Department of Transportation, reversing a 1991 transfer (Act 272).

Directs the Director of Transportation and Chairperson of the Board of Land and Natural Resources to establish a joint management team to oversee the transition of all authority, staff, operations, programs, assets, funds, and accounts.

Requires the management team to develop transition plans including reworking position descriptions, creating an organizational structure within DOT, and addressing operational and personnel matters for orderly transfer.

Management team must submit findings, recommendations, and any proposed legislation to the Legislature no later than 20 days before the Regular Session of 2027.
