Requests the Department of Education to provide free school meals to all students enrolled in department schools beginning with the 2029-2030 school year, regardless of federal program eligibility.

Builds upon Act 139 (Session Laws of Hawaii 2025), which expanded free meals to reduced-price lunch qualifiers in 2025-2026 and will cover families at or below 300% of the federal poverty level starting 2026-2027.

Cites research showing universal free meal programs improve test scores equivalent to six additional weeks of schooling, making it a cost-effective academic intervention.

Notes that food-insecure students face higher risks of stress, depression, and chronic disease, and that school meals may be some students' only consistent food source.

Directs certified copies of the resolution to be transmitted to the Chairperson of the Board of Education and the Superintendent of Education.
