Requests the State Auditor to conduct an audit of all no-bid contracts issued by state and county agencies during declared states of emergency from January 1, 2020, through December 31, 2025

Audit scope includes reviewing justifications and standards used by agencies to issue no-bid contracts, vendor selection criteria, and price valuations used to determine appropriate contract pricing

Prompted by concerns about contracts between the National Kidney Foundation of Hawaii and the City and County of Honolulu during the COVID-19 pandemic, which raised questions about public fund usage during emergencies

Seeks to identify inconsistencies between agencies in how no-bid contracts are executed during emergencies and to inform potential reforms to emergency procurement laws

Auditor must submit findings, recommendations, and any proposed legislation to the Legislature no later than 20 days prior to the Regular Session of 2027
