Requests the Hawaii State Commission on the Status of Women and Department of the Attorney General to establish a working group to strengthen protections for survivors of image-based sexual abuse (non-consensual sharing of explicit images).

Working group would include gender-based violence service providers and survivors to review nationwide statutes and policies for potential adoption in Hawaii.

Image-based sexual abuse is currently classified as a class C felony in Hawaii under violation of privacy in the first degree.

According to cited research, 12.8% of people report being survivors of image-based sexual abuse, and 95% of online deepfake videos are non-consensual sexual content, with 90% targeting women.

Report with findings, recommendations, and proposed legislation is due to the Legislature no later than 20 days before the 2027 Regular Session.
