Office of Planning and Sustainable Development requested to assess projected maximum infrastructure capacity based on current sewer and water infrastructure around transit-oriented development (TOD) areas in the City and County of Honolulu.

Assessment to be conducted in consultation with the Hawaii Community Development Authority, Hawaii Housing Finance and Development Corporation, and City and County of Honolulu.

TOD areas are defined as lands within a one-half-mile radius of transit hubs or stations designated for mixed-use neighborhood development supporting walkability and transit access.

City and County of Honolulu has adopted nine neighborhood TOD plans covering twenty-one rail station areas along the rail transit corridor.

Resolution references a prior August 2018 infrastructure assessment of Iwilei/Kapalama TOD area that found nearly all systems (roadways, drainage, electrical, sewer) needed upgrades to support anticipated growth.
