Requests the Department of Human Resources Development (DHRD) to collaborate with state departments, agencies, and labor organizations to complete a comprehensive review of classification and compensation systems for all civil service positions, as required by Act 180 (2025).

As of November 1, 2025, Hawaii had 4,273 vacant civil service positions representing a 24% vacancy rate, with 485 positions vacant for four years or more.

Nearly 30% of existing state employees will be eligible for retirement within the next four years, worsening the anticipated labor shortage.

Outdated position classifications and compensation levels are identified as contributing factors to the State's struggles with recruitment, hiring, and retention.

DHRD is requested to focus its review on departments and agencies with high vacancy rates or significant numbers of difficult-to-fill positions.
