Requests the Department of Hawaiian Home Lands and Statewide Office on Homelessness and Housing Solutions to jointly develop a coordinated support and stabilization pathway for Native Hawaiian beneficiaries experiencing homelessness or extremely low income (at or below 30% of Area Median Income).

Directs the agencies to assess the number of affected Native Hawaiian beneficiaries, identify gaps in housing stabilization and rental assistance, and evaluate the feasibility of transitional kauhale or tiny home village models on Hawaiian Home Lands.

Requires identification of appropriate land classifications and safeguards to ensure compliance with the Hawaiian Homes Commission Act of 1920 and trust obligations.

Calls for examination of partnership opportunities with nonprofit providers and identification of funding sources including federal housing, Medicaid, and state supportive housing funds.

Mandates a report to the Legislature no later than twenty days prior to the Regular Session of 2027 on the development of the coordinated support pathway.
