Convenes a working group to develop recommendations for establishing a state-recognized nonprofit organization to support arts and culture engagement, including creative residency programming for artists, writers, and scholars.

Working group will be jointly chaired by the Chairs of the Senate and House committees with jurisdiction over arts and culture, with a representative from the State Foundation on Culture and the Arts.

The group is tasked with identifying successful nonprofit arts residency models from other states, examining governance structures, and developing an operational framework for Hawaii.

Working group must identify potential partnerships with educational institutions, cultural organizations, and community groups to connect leading creators with local counterparts and students.

Reports with findings and recommendations are due to the Legislature no later than 20 days before the Regular Sessions of 2027 and 2028.
