Calls for collaboration with county planning departments, architects, builders, energy-efficiency experts, public health professionals, and community stakeholders in developing the pattern book.

Requests the Department of Planning and Permitting to provide streamlined permitting for projects using approved pattern-book designs, with the book made publicly available.
