Requests the Department of Transportation and Hawaii Housing Finance and Development Corporation to convene a working group evaluating the feasibility of state-owned warehouse and logistics facilities near ports, harbors, and airports to reduce construction material costs for publicly financed housing.

Working group must identify suitable state-owned lands, evaluate cost savings from centralized storage, analyze bulk purchasing models, assess impacts on per-unit housing costs, and examine public-private partnership opportunities.

Membership includes the Director of Transportation (chairperson), representatives from Hawaii Housing Finance and Development Corporation, Hawaiian Homes Commission, Pacific Resource Partnership, General Contractors Association of Hawaii, and legislative housing committee chairs.

Report with findings, recommendations, and proposed legislation due to the Legislature no later than twenty days prior to the 2027 Regular Session.
