Requests the State Auditor to conduct an audit of all no-bid contracts issued by state and county agencies during declared states of emergency from January 1, 2020, through December 31, 2025.

Audit scope includes reviewing justifications and standards agencies used to issue no-bid contracts, vendor selection criteria, and price valuations used to determine appropriate contract pricing.

Prompted by concerns over certain COVID-19 pandemic contracts, including those between the National Kidney Foundation of Hawaii and the City and County of Honolulu, which raised questions about public fund usage during emergencies.

Notes that while emergency proclamations can suspend Hawaii Public Procurement Code requirements, agencies retain responsibility for prudent use and accountability of public funds.

Auditor's report with findings, recommendations, and any proposed legislation is due no later than twenty days before the 2027 Regular Session convenes.
