Requests the Legislative Reference Bureau to study the legal and procedural steps needed to replace Hawaii's appointed Chief Election Officer with an elected Secretary of State position to oversee elections.

Hawaii's Chief Election Officer is currently appointed by the Elections Commission under section 11-1.6, Hawaii Revised Statutes, and the position is not elected by voters or subject to Senate confirmation.

Notes that 47 states have a Secretary of State position and 33 states elect their chief election official, while Hawaii is among the minority without this structure.

Requires the Legislative Reference Bureau to submit findings, recommendations, and any proposed legislation to the Legislature no later than 20 days before the 2027 regular session convenes.
