Requests the Department of Agriculture and Biosecurity and Department of Law Enforcement to increase penalties and enforcement mechanisms for dog attacks on livestock.

Recognizes livestock production as an important contributor to Hawaii's economy, food security, and land stewardship.

Notes that uncontrolled dogs frequently harass, injure, or kill livestock, with a single attack potentially resulting in the loss of up to 80 animals.

Directs that certified copies of the resolution be transmitted to the Chairperson of the Board of Agriculture and Biosecurity and the Director of Law Enforcement.
