Requests the Department of Land and Natural Resources (DLNR) to recognize possession or active pursuit of dam liability insurance as a valid mitigation measure in their assessment process for private dam owners.

Urges DLNR to relax restrictions and stringent standards on dams upon verification of insurance coverage by private owners.

Requests that dams not be classified as "high hazard" based solely on engineering risk assessment results, and that dams be considered safe absent engineering reports finding probable loss of human life from failure.

Calls for the Board of Land and Natural Resources to make publicly available the criteria for the Dam and Appurtenance Improvement or Removal Grant Program established under Act 232 (2024), and to communicate requirements transparently to applicants.

Addresses the financial burden on private dam owners facing escalating costs for maintenance, repairs, and compliance with safety regulations while lacking capital or technical expertise.
