Requests the Hawaii Department of Health to study whether recyclable, biodegradable, and compostable product labeling in the state is accurate and non-deceptive.

Requires assessment of products with "chasing arrows" symbols, biodegradable labels, and compostable claims to determine which are actually recyclable, biodegradable, or compostable in Hawaii.

Mandates examination of gaps between consumer expectations, labeling practices, and actual recycling/composting capabilities, including analysis of contaminants introduced by misleading labels.

Requires review of existing standards including ASTM International standards, FTC Green Guides, and recommendations for improved labeling to reduce contamination and improve recycling rates.

Department of Health must submit findings, recommendations, and proposed legislation to the Legislature no later than twenty days before the 2027 Regular Session.
