Urges the Department of Health to establish dust monitoring stations at strategic locations in and around Waimanalo Gulch to measure PM2.5 and PM10 particulate matter from the sanitary landfill operations.

Requests real-time public access to air quality data and development of a community notification plan when particulate levels exceed safe thresholds.

Requires the Department of Health, in coordination with the City and County of Honolulu, to submit a comprehensive report to the Legislature no later than twenty days prior to the 2027 Regular Session.

The report must include monitoring station specifications, detected contaminant levels, potential dust sources, health risks, and recommended mitigation strategies.

Currently no dedicated dust monitoring stations exist at or immediately surrounding Waimanalo Gulch, limiting agencies' ability to assess exposure risks to nearby communities.
