Task force membership would include the Director of Transportation, transportation officials from each county (Honolulu, Hawaii, Kauai, and Maui), and the Chief of Police or Deputy Chief from each county.

Cites a significant increase in traffic incidents involving bodily injury or death, including hit-and-run accidents where drivers flee without rendering aid.

Notes that other states and counties with demerit point systems have seen reduced recidivism and repeat offenses.

Requires the Department of Transportation to submit findings, recommendations, and any proposed legislation no later than 20 days before the Regular Session of 2028.
