Requests the 34th Hawaii Legislature (2027) to amend internal rules of both the Senate and House to eliminate the "with reservations" voting option, which currently counts as a favorable vote.

Hawaii is the only state legislature in the nation that permits "with reservations" as a formal voting option.

Under current rules (Senate Rule 71(1) and House Rule 11.6(2)), a "with reservations" vote is counted as a vote in favor of a measure, allowing legislators to avoid taking a clear position while still advancing legislation.

Directs the Senate and House Chief Clerks to send copies of the resolution to all newly elected members and the 12 continuing senators following certification of the 2026 general election results.
