Requests the Department of Education to convene an 11-member shared decision-making committee with two-year terms to develop an action plan for establishing a K-12 Kaiapuni (Hawaiian language immersion) school in Kapolei

Currently only three K-12 Kaiapuni schools exist on Oʻahu (two in Kāneʻohe, one in Honolulu), and 42% of Ke Kula Kaiapuni ʻO Ānuenue students commute from the ʻEwa and Waiʻanae areas

Action plan would address facility planning, site selection, teacher recruitment and retention, curriculum development, and resource allocation for the new school

Proposes phased implementation: K-2 grades at permanent site by 2027-2028 school year, grades 3-6 by 2028-2029, with middle and high school integration following

Requests allocation of four faculty positions and one administrative position for the 2027-2028 school year, with committee findings and proposed legislation due 20 days before the 2027 legislative session
