Establishes a formal sister-state relationship between the State of Hawaii and Yamagata Prefecture, Japan, building on historical ties from Japanese immigration and ongoing cultural exchange.

Encourages collaboration in economic development, sustainable tourism, education, agriculture, clean energy, climate resilience, and cultural exchange between the two regions.

Proposes four pilot initiatives: a Culinary and Agricultural Exchange Program, a Culinary Tourism and Cultural Showcase Program, an Education and Workforce Exchange Program, and a Sustainable Development Collaboration Program.

Requests the Governor to develop memoranda of understanding and implementation frameworks with Yamagata Prefecture to advance the partnership.

Directs certified copies to be sent to the U.S. Secretary of State, Ambassador of Japan, Governor of Yamagata Prefecture, Consul General of Japan in Hawaii, and Hawaii's Director of Business, Economic Development, and Tourism.
