Hawaii Senate Resolution 161 encourages the state to establish a sister state partnership with New Zealand focused on biosecurity, conservation, and protection of endangered species.

Both Hawaii and New Zealand face similar challenges as Pacific island communities, including threats from invasive species that endanger native birds, wildlife, and agricultural resources.

New Zealand is recognized as a global leader in biodiversity protection, operating an integrated biosecurity system that manages pest and disease risks offshore, at borders, and domestically.

New Zealand has created 35 sanctuaries for endangered species, including Zealandia in Wellington, which uses predator-excluded habitats to help native species recover.

Certified copies of the resolution are to be transmitted to the Governor, the New Zealand Consul General in Hawaii, and the Director of Business, Economic Development, and Tourism.
