Urges state agencies controlling land in West Maui (including Hawaii Housing Finance and Development Corporation, Department of Hawaiian Home Lands, DLNR, and Department of Education) to immediately identify and remove hazardous vegetation, invasive grasses, and combustible growth near Lahaina communities to reduce wildfire risk.

Calls for establishing defensible space, fuel breaks, and fuel-modification measures on state lands bordering residential areas, schools, temporary housing for wildfire survivors, and major evacuation corridors.

Requests inspection and maintenance of emergency access roads, fire lanes, and secondary evacuation routes, with coordination between the Office of the State Fire Marshal, Department of Transportation, and Maui County to accelerate improvements.

Prioritizes parcels near Lahaina Civic Center, Leialii, Lahainaluna, Princess Nahienaena Elementary, and Lahaina Intermediate School where vegetation and limited evacuation routes pose dangers.

Requires state agencies to submit a report on their wildfire mitigation efforts to the Legislature by December 31, 2026.
