Urges the Hawaii Department of Education to officially recognize competitive cheerleading as a Title IX sport, providing equal athletic opportunities for student athletes

Requests the Department develop guidelines, procedures, and safety standards consistent with the U.S. Department of Education Office of Civil Rights' definition of a sport under Title IX

Calls for collaboration with the Hawaii High School Athletic Association in developing standards for competitive cheerleading

Recognition would provide high school cheer athletes equitable access to certified coaching, athletic training support, facilities, transportation, and safety oversight comparable to other varsity sports

Acknowledges competitive cheerleading has evolved into a highly athletic activity requiring rigorous physical conditioning, technical skill, and year-round training comparable to other varsity sports
