Requests the State Auditor to conduct a comprehensive performance and financial audit of the Department of Education's capital improvement project backlog, which includes hundreds of public school campuses and facilities.

Audit scope includes a complete inventory of all backlogged projects, total funding appropriated and expended for each project, and current status of planning, design, procurement, or construction.

Requires analysis of original versus current cost estimates, identification of delays, cost overruns, and administrative barriers affecting project delivery.

Seeks projections of funding necessary to complete each project and eliminate the existing backlog, along with recommendations to improve capital improvement project management.

Auditor report with findings, recommendations, and proposed legislation due no later than twenty days prior to the Regular Session of 2027.
