Requests the State Auditor to conduct a comprehensive performance and fiscal audit of the Hawaii Department of Education's governance structure and administrative leadership positions, including the State Superintendent, Deputy Superintendents, Assistant Superintendents, and Complex Area Superintendents.

Audit would examine job responsibilities, organizational reporting relationships, number of support staff, programs overseen, and performance outcomes for each leadership position.

Requires evaluation of fiscal costs associated with leadership positions, including salaries, benefits, support staff, and total aggregated cost of the administrative leadership structure.

Seeks recommendations on potential restructuring, opportunities to downsize administrative positions, strategies to minimize work duplication, and methods to improve accountability and performance evaluation systems.

Auditor report with findings, recommendations, and any proposed legislation due no later than twenty days prior to the Regular Session of 2027.
