Requests the Public Utilities Commission (PUC) to establish a dedicated panel of commissioners or formal internal structure to oversee intrastate water carriers and maritime commerce in Hawaii.

Recognizes that Hawaii uniquely depends on maritime transportation as a core component of its internal supply chain for food, fuel, medicine, construction materials, and consumer goods across the islands.

Encourages the oversight panel to include appropriate technical expertise, maritime operational knowledge, and stakeholder engagement to address the distinct characteristics of intrastate maritime transportation.

Calls for enhanced coordination between the PUC, Department of Transportation, maritime operators, labor, and other stakeholders to improve regulatory decisions and system-wide outcomes.

Directs certified copies to be transmitted to the Director of Transportation, Chair of the PUC, Deputy Director of Transportation (Harbors Division), and the Chamber of Commerce Hawaii.
