Urges state agencies and the University of Hawaii William S. Richardson School of Law to collaborate on externship opportunities for law students to assist with reviewing and updating Hawaii Administrative Rules.

Hawaii ranks as the 28th most regulated state with 108,741 restrictive regulations in its Administrative Rules as of 2023.

State agencies have indicated that regular revision of administrative rules would be overly burdensome under current staffing, budgetary, and operational conditions.

Law students would receive experiential learning credits through these externships, helping fulfill the American Bar Association's requirement of at least six experiential learning credits.

The Department of Commerce and Consumer Affairs is requested to be the first agency to participate in this externship collaboration.
