Requests the Department of Transportation, in coordination with the Department of Education, to evaluate and recommend improvements to licensing, training, and workforce pipeline for school bus drivers in Hawaii.

Evaluation must address commercial driver's license access issues including geographic availability of testing, scheduling capacity, and barriers faced by neighbor island applicants.

Directs agencies to examine opportunities to expand or decentralize testing and training through mobile testing units, regional testing capacity, or partnerships with community colleges and workforce programs.

Requires consultation with the Attorney General, Department of Labor and Industrial Relations, Department of Budget and Finance, county governments, school bus transportation contractors, and workforce development partners.

Report with findings, recommendations, and any proposed legislation must be submitted to the Legislature no later than twenty days prior to the Regular Session of 2027.
