Establishes the Joint Legislative Mattress Stewardship Program Design Working Group to study and recommend the structure for a statewide mattress stewardship program addressing disposal, recycling, and extended producer responsibility.

The working group will be chaired by the Director of Health and include representatives from the Department of Business, Economic Development, and Tourism; the State Solid Waste Coordinator; one senator; one representative; and one solid waste representative from each county.

Additional invitees include representatives from mattress manufacturers, renovators/recyclers, retailers, solid waste haulers, environmental nonprofits, and consumer advocacy organizations.

The group will evaluate policy goals for landfill diversion, extended producer responsibility frameworks, collection systems, governance structures, fee mechanisms, consumer education, and necessary statutory and budgetary actions.

A report with findings, recommendations, and proposed legislation must be submitted to the Legislature no later than twenty days before the Regular Session of 2027.
