Requests the Department of the Attorney General to convene a Youth Digital Safety and Platform Accountability Working Group to examine technology-facilitated abuse in Hawaii and develop regulatory recommendations.

The 11-member working group would include the Attorney General as chair, along with representatives from Human Services, Commission on the Status of Women, Honolulu Prosecuting Attorney, youth commissions, and organizations like the Domestic Violence Action Center and Sex Abuse Treatment Center.

The working group would assess prevalence of tech-facilitated abuse including stalking through location-tracking, coercive control via connected devices, deepfakes, and image-based sexual abuse, while reviewing gaps in existing laws.

Tasks include evaluating digital platform safety policies, examining AI's impact on gender-based violence, identifying best practices from other jurisdictions, and recommending legislative interventions.

The working group must submit findings and proposed legislation to the Legislature no later than twenty days before the 2027 Regular Session.
