Urges the Department of Education, in consultation with the Department of Health, to study the costs and benefits of hiring one mental health professional for every 250 students enrolled in public schools, and one for schools with fewer than 250 students.

Requests the study include analysis of developing and distributing guidelines for establishing "safe spaces" where students can access telehealth mental health services on school property during school hours.

Cites a growing youth mental health crisis with increasing rates of depression and suicidal thoughts among students, compounded by Hawaii's shortage of mental health professionals.

Requires the Department of Education to submit a report with findings, recommendations, and proposed legislation at least 20 days before the 2027 Regular Session.
