Formally recognizes open water lifeguards, including ocean safety officers and water safety officers, as first responders in Hawaii for their role in emergency response, public safety, and community wellbeing.

Acknowledges that open water lifeguards respond to emergencies beyond ocean rescues, including cardiac arrest, traumatic injuries, and motor vehicle collisions on or near beaches, parks, and roadways.

Notes that many open water lifeguards are cross-trained in emergency medical response, marine fire safety, law enforcement support, and water rescue craft operations, with continuous training in CPR, AED use, and advanced rescue techniques.

Urges all relevant state and county agencies to adopt this recognition and ensure open water lifeguards receive the rights, resources, training support, and professional respect accorded to first responders.

Directs certified copies of the resolution be transmitted to the Governor and the mayor of each county.
