Requests the Governor's Senior Advisor for Mental Health and the Justice System to develop a plan for creating shelter placements for civilly committed individuals and those recently released from Hawaii State Hospital who are at risk of recidivism.

Hawaii State Hospital currently exceeds planned capacity, with 78% of patients either being evaluated for fitness to proceed to trial or determined unfit to proceed.

Despite legislative funding for intercept programs like the Honolulu Police Department's Health Threat Assessment Team and the Judiciary's Community Outreach Court, limited coordination between state agencies has resulted in no meaningful reduction in jail population.

Governor's Senior Advisor is requested to submit findings, recommendations, and proposed legislation to the Legislature no later than twenty days prior to the Regular Session of 2027.
