Requests the Department of Transportation (DOT) and Department of Land and Natural Resources (DLNR) to coordinate transferring administration of Hawaii's small boat harbors back to DOT, reversing the 1991 transfer under Act 272.

Directs the Director of Transportation and Chairperson of the Board of Land and Natural Resources to establish a joint management team to oversee the transition process.

Requires the management team to develop transition plans addressing position descriptions, personnel classifications, organizational structure, and operational matters for an orderly transfer.

Management team must submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days prior to the Regular Session of 2027.

Goal is to align harbor planning, capital programming, operations, and maintenance with the State's integrated, multimodal transportation system.
