Office of Planning and Sustainable Development requested to assess projected maximum infrastructure capacity around transit-oriented development (TOD) areas in Honolulu, focusing on current sewer and water infrastructure capacity.

Assessment to be conducted in consultation with Hawaii Community Development Authority, Hawaii Housing Finance and Development Corporation, and City and County of Honolulu.

TOD areas are defined as lands within a one-half-mile radius of transit hubs or stations designated for mixed-use neighborhood development supporting walkability and transit access.

City and County of Honolulu has adopted nine neighborhood TOD plans covering twenty-one rail station areas along the rail transit corridor.

State designated as lead agency for TOD planning coordination under Act 130 (2016) because it owns the largest share of land along Honolulu's rail transit corridor.
