Requests the Governor's Office to evaluate and recommend decentralization of the Department of Human Resources Development's hiring and recruitment functions to individual state departments, divisions, and agencies.

As of November 1, 2025, Hawaii had 4,273 vacant civil service positions representing a 24% vacancy rate, with 485 positions vacant for four years or more.

Functions to be evaluated for decentralization include composing position descriptions, accepting applicants, reviewing minimum qualifications, conducting interviews, and directly hiring qualified applicants.

The Governor's Office is requested to submit findings, recommendations, and any proposed legislation to the Legislature no later than 20 days prior to the 2027 Regular Session.
