Requests all state agencies to install bi-level lighting systems (motion-sensor controlled lighting that adjusts intensity based on occupancy) in all newly constructed state buildings and facilities beginning January 1, 2027.

Addresses energy waste from traditional lighting systems that operate at full intensity continuously, resulting in increased electricity costs and environmental harm.

Non-binding Senate Resolution that expresses legislative intent but does not mandate compliance or create legal requirements.

Directs certified copies be sent to the Governor, department heads, and agency directors across all major state departments including Education, Health, Transportation, and the University of Hawaii System.
