Requests the Department of Transportation to coordinate with utility providers to develop a comprehensive statewide plan addressing derelict or aging utility poles and lines along Farrington Highway and other high-risk corridors within state highway rights-of-way.

Directs the Department to convene utility providers to assess aging infrastructure and develop a removal, repair, or remediation schedule with identified funding responsibilities and cost allocation mechanisms.

Prioritizes corridors with elevated wildfire risk, high traffic volumes, or proximity to residential communities, with particular focus on Farrington Highway on Oahu's Leeward Coast.

Requires evaluation of whether existing statutes or franchise agreements adequately define maintenance and removal obligations for inactive utility infrastructure.

Requests a report to the Legislature no later than twenty days prior to the Regular Session of 2027, detailing identified infrastructure, remediation schedules, responsible entities, and any statutory barriers with proposed legislation.
