Requests the Department of Corrections and Rehabilitation (DCR) to establish a coordinated data entry system shared with county police departments and prosecutors to track detainees incarcerated in DCR facilities.

Addresses the problem that DCR's annual report data on crimes committed, pretrial detention length, and pretrial release reasons are often inconsistent or incompatible with data collected by county police and prosecutors.

Models the proposed system after existing Hawaii programs like the Coordinated Entry System for homelessness services and the Hawaii Coordinated Access Resource Entry System for substance use disorder services.

Requires DCR to submit a report to the Legislature no later than twenty days prior to the 2027 Regular Session, including implementation status, estimated costs, and the number of participating county agencies.

Directs certified copies of the resolution be sent to the Director of Corrections and Rehabilitation, each county's chief of police, and each county's prosecuting attorney.
