Requests the Hawaii Correctional System Oversight Commission to establish an advisory committee to develop recommendations for implementing alternative rehabilitation and restorative justice models on Oʻahu.

Advisory committee would include 9 members representing the Commission, Office of Hawaiian Affairs, Correctional Reform Working Group, Papa Ola Lōkahi, ALU LIKE Inc., Hawaiian Civic Clubs, Liliʻuokalani Trust, ʻAiea-Hālawa community, and Queen's Health System.

Recommendations must incorporate findings from the 268-page "Breaking Cycles Study" conducted by UH Community Design Center from 2022-2024, which included over 120 talk stories and 18 site visits with community stakeholders.

Committee must consult with Native Hawaiian practitioners in areas including hoʻoponopono, lāʻau lapaʻau (traditional medicine), loʻi kalo stewardship, ʻāina-based healing, and ʻōlelo Hawaiʻi for designing the new Oahu Community Correctional Center in Hālawa.

Report with findings and proposed legislation due to the Legislature no later than 20 days before the 2027 Regular Session.
