Urges Hawaii's four counties to integrate the U.S. Department of Transportation's Safe System Approach into road and transportation design, particularly when reducing or eliminating off-street parking requirements for housing developments.

Addresses safety concerns arising from increased on-street parking on narrow streets and rural roads lacking sidewalks, which forces pedestrians including children and families to walk in roadways.

References Hawaii receiving $18,630,400 in federal Safe Streets and Roads for All grants in fiscal year 2023 for roadway safety projects across all four counties, plus an additional $3,850,000 in fiscal year 2024 for Honolulu pedestrian and bikeway projects.

Recommends proven safety countermeasures including crosswalk visibility enhancements, medians, pedestrian refuge islands, bicycle lanes, and rumble strips to protect vulnerable road users.

Requests certified copies be transmitted to each county Mayor, County Council Chairperson, and county transportation planning department director.
