Requests the Department of Hawaiian Home Lands and the Statewide Office on Homelessness and Housing Solutions to jointly develop a coordinated support and stabilization pathway for Native Hawaiian beneficiaries experiencing homelessness or incomes at or below 30% of Area Median Income.

Directs the agencies to assess the number of affected beneficiaries, identify gaps in housing stabilization and rental assistance, and evaluate the feasibility of transitional kauhale (tiny home village) models on Department of Hawaiian Home Lands properties.

Requires examination of partnership opportunities with nonprofit providers, identification of funding sources including federal housing, Medicaid, and state supportive housing funds, and recommendations for pilot program structures.

Mandates compliance with the Hawaiian Homes Commission Act of 1920 and trust obligations in any proposed pathway, with eligible beneficiaries prioritized.

Requires a report to the Legislature no later than twenty days prior to the Regular Session of 2027.
