Convenes a working group to develop recommendations for establishing a state-recognized nonprofit organization to support arts and culture engagement in Hawaii.

Working group to be co-chaired by Senate and House committee chairs with jurisdiction over arts and culture, with participation from the State Foundation on Culture and the Arts and invited subject matter experts.

Tasks include identifying successful arts residency nonprofit models from other jurisdictions, examining governance structures, and developing an operational framework for creative residencies connecting leading artists with local communities and students.

Working group must identify potential partnerships with educational institutions, cultural organizations, and community groups.

Reports due to the Legislature no later than twenty days before the 2027 and 2028 Regular Sessions.
