Convenes a working group to develop recommendations for establishing a state-recognized nonprofit organization to support wildlife sanctuaries and conservation initiatives for endangered species in Hawaii.

Working group to be co-chaired by the Chairs of the Senate and House Standing Committees with jurisdiction over water and land, with membership including the Chairperson of the Board of Land and Natural Resources and Director of the Land Use Commission.

Working group tasked with identifying successful sanctuary models from other jurisdictions, examining governance structures and partnership models, and developing an operational framework for the nonprofit organization.

Reports with findings and recommendations due to the Legislature no later than twenty days prior to the Regular Sessions of 2027 and 2028.
