Creates U.S.S. Iowa (BB-61) special registration plates available for motor vehicles, autocycles, motor trucks, motor homes, multipurpose vehicles, motorcycles, trailers, and travel trailers

Requires the Department of Transportation to solicit plate designs from the public and allow members of the public to select the final design through an online vote

Sets the initial special plate fee at $35 for letter-number designated plates, with an additional $10 annual renewal fee; personalized plates require an additional $25 initial fee plus $5 annual fee

Appropriates all collected fees to the Department of Veterans Affairs for distribution as grants to organizations that maintain or fundraise for the maintenance of the U.S.S. Iowa battleship

Prohibits the DOT from requiring a minimum number of plate orders before issuing the plates, and requires the DOT to submit legislation if the final design conflicts with existing law
