Establishes a rural attorney recruitment assistance program administered by the Iowa College Student Aid Commission to help counties and municipalities with populations under 26,000 located more than 20 miles from cities of 50,000+ recruit attorneys

Provides incentive payments to participating attorneys in five equal annual installments, each equal to 90% of the annual University of Iowa College of Law resident tuition and fees as determined on July 1, 2026

Requires participating counties or municipalities to pay 35% of the total incentive payments, with the state covering the remaining 65% after local certification of payment

Obligates participating attorneys to become contract attorneys with the state public defender's office for a designated minimum number of hours annually and to participate in volunteer lawyer projects serving low-income Iowans

Creates a rural attorney recruitment assistance program fund in the state treasury, with up to 5% available for administration costs, and limits initial participation to five attorneys until July 1, 2026
