Grants the Legislative Council authority to review and disapprove certain interdepartmental fund transfers made by the Department of Management between July 1 and the start of the next legislative session, requiring three weeks' notice and detailed justification for transfers

Establishes $17.5 million annual appropriation from the general fund to the Technology Reinvestment Fund starting July 1, 2025, for state information technology projects, with the Department of Management required to prioritize projects based on strategic alignment, feasibility, and return on investment

Creates new contracting requirements for the Department of Management and supported entities, prohibiting provisions requiring indemnification, binding arbitration, out-of-state venue, or blanket confidentiality, while mandating Iowa governing law and venue in Iowa courts

Reduces the criminal background check interval for Department of Management IT staff from every ten years to every five years, and establishes confidentiality protections for communications with the Chief Information Security Officer regarding security incidents

Transfers the Iowa Statistical Analysis Center and criminal justice data system functions from the Division of Criminal and Juvenile Justice Planning to the Department of Management, authorizing access to juvenile court records, criminal history data, and corrections records for research purposes
