Establishes a grocer reinvestment program administered by the Iowa Economic Development Authority to provide grants up to $100,000 to grocery stores with 10 or fewer locations for capital improvements, utility upgrades, equipment purchases, and technology enhancements

Requires grocery stores to provide matching funds equal to the grant amount and prioritizes applicants that accept SNAP and WIC benefits, create local jobs, and procure local foods, with additional priority given to stores in least-populated communities

Creates a local produce processing grant program to award grants to Iowa-based entities that process fruits and vegetables grown in the state, with priority for entities processing produce from three or more Iowa farms

Establishes a grocer reinvestment and local food processing fund in the state treasury, with $100,000 or 10% of available funds (whichever is less) allocated annually to the local produce processing program, and up to 5% available for administrative costs

Amends the local food and farm program to include grocery stores among the entities supported and adds increasing grocery store availability and viability as a program goal
