Amends Iowa Code section 12.51 governing the opioid settlement fund, establishing that from FY 2025-2026 through FY 2029-2030, 75% of state opioid settlement moneys are appropriated to the Department of Health and Human Services and 25% to the Office of the Attorney General for opioid crisis abatement

Requires the Department and Attorney General to review administrative services organizations' proposed uses of funds, identify outcome indicators, and submit annual reports to the legislature by November 1 on disbursements and whether intended outcomes were achieved

Appropriates $29 million from the opioid settlement fund to the Department of Health and Human Services for FY 2024-2025, with specific disbursements including $5 million for medication-assisted treatment expansion, $4.5 million for recovery community centers, and $3 million each for youth recovery programs and substance use disorder treatment providers

Mandates disbursements for jail-based mental health screening ($1.5 million), post-overdose response services ($2 million), recovery cafes ($1.5 million), recovery housing in western Iowa ($2 million with dollar-for-dollar match), and women's recovery respite programs ($1.5 million)

Takes effect upon enactment with retroactive applicability to July 1, 2024, and limits administrative costs to 2.5% of appropriated funds while requiring recipients to obligate disbursed moneys by June 30, 2027
